[This is pretty much the end of the rework for now, besides some minor tweaking to fest/tass and maybe some minor stuff later (odin for example)]

Want to let this sit for a bit to play test new mechanics.

ELITES:

BattleCruiser:
Auto Attack:
- DMG to 12 (from 24)
- ROF to 0.15 (from 0.3)
- Armor Pen to 50% (from 0)
Exact same dps and scaling, just fires a lot faster so it can also somewhat counter pdd drone and look more intimidating roaming the map.

DuskBabe
- Cost to 300 (from 250)
- Move speed to 6.5 (from 6)
- HP to 1k (from 450)
Laser Targeting:(Auto Attack that fires slow moving but long range missile)
- Range to 9 (from 7)
- DMG to 25 (from 30)
- Attacks to 1 (from 2)
Quite bad dps, but hey, ya got range.
Rocket Barrage:
- CD 4 sec (Can Be Auto Cast)
- Fires 6 AOE rockets in strafe pattern
- Range 6.5
- DMG 25
- 100% splash in 0.6 radius per rocket impact
Short range, but it packs a punch.. get in get out..

MediBabe:
UWS/DWF:
- Increases Regen Rate

Mini-Momma:
Vortex:
- Removed +Vtex Duration from HP ups Who knew it was getting + duration from HP?
- Increased base vtex duration by 25%.
- UWS/DWF now increase vtex duration.

Raven:
- HP to 700 (from 550)
- Armor to 2 (from 1)
HSM:
- Cast time to 0.375 (from 0.75)
PDD:
- Drone energy to 35 (from 40)

Siege Tank:
- Spash does FF (So you'll want to manually target it to fire farther back if you are vs melee)

Vulture
- Energy regen reduced (mine charges auto regen now)
Spider Mines:
- Charges regen on their own.
- Just costs energy to place

Mercs:

Roach:
- (Burrowed) increased life regen
Tunneling Claws:
- Increased (burrowed) movespeed to 4 (from 3.6)


HERO:

[Trying this stuff out for a bit]

General:
- HT/Fest dmg now benefit from merc/rine/hero. Ult scaling is significantly better though

Commando:
- 7 levels to morph (from 6)(Now same as other morphs)
- Move speed per level reduced a little (conc can cover escapes anyway)
- Energy regen increased a bit (Spells a little more expensive now)
Auto Attack:
- DMG to 75 (from 40)
- DMG Per lvl to 10 (from +15)
- ROF to 0.65 (from 0.38)
- ROF / lvl to -0.05 (from -0.015)
(Little more base auto dps, and leveling increases dps by ~22.5% of previous lvl dps, instead of huge spike at lower levels, and very bad scaling at higher levels)
EMP:
- Base Cost to 25 (from 20)
- Disables abilities for 3 sec (+10% / level)
- Slows units by 25% for 3 sec (+10% / level)
Snipe:
- CD to 2.5 sec (no reduction / level)
- energy cost to 75 (from 60)
- Range 11 (from 8.5)
- Range / level to +0.25 (from 0.333)
- DMG to 150 (from 240)
- Dmg ups give +5 to base dmg
- leveling scales base dmg by +20% (from flat +40)
- Bonus vs heroic to +50% (from varying).
- Splash fraction to 100% (from 21% base to 71% at max, no more scaling per level) (you can now dmg a burrowed fest well by just sniping over it)
- Splash radius increases slightly with levels
- Debuff vs air to -30% (from -20%) (still stronger vs air at every level)

Infestor:
Fungle Growth:(This is now positioning Ability, feed from Bane Bomb)
- Cost to 50
- Dmg & scaling heavily reduced. (base 24, max 58)
- Base duration 4.0 (from 3.5)
- +15% duration per level (max is 10.5sec)
Bane Bomb:(Has travel time, so likely use fungal to secure hits)
- cost 25 energy
- AOE 1.65
- AOE increases slightly with levels
- base dmg 35, Max lvl 105

Tassadar:( want to make him not dependent on leeching energy because that makes him super snowbally vs pubs and just terrible vs better players)
- Increased max energy & max energy / level
- Base energy regen buffed.
- Now gains energy regen per level (Similar to Fest)
Storm:
- No longer leeches energy
- Base dmg to 75 (from 50)
- Base duration to ~2 sec (~0.96 sec at max)
- Leveling increases number of dmg ticks, and reduces the time it takes for storm to complete. (Ie more dmg faster)

Phoenix:
- Increased base lift AOE radius to 1.3 from 1.0 (+70% base AOE)
- Decreased lift +AOE radius per lvl to +0.05 (from +0.09)
- Increased chain lift delay to 1.3 (from 1.0)
- Increased +chain lift delay per lvl to +0.1 (from 0.05)
- Decreased +damage per CC level to +1 from +2
- Decreased +move speed per lvl to +0.3 (from +0.4)
- Increased base lift range to 6.5 (from 5.5)
- Decreased lift +range per lvl to +0.35 (from +0.5)
- Slow debuff at base is now -25% (from -33%)
- Slow debuff at max is now -42.5% (from -55%)
- Hardened shield set to 20 max dmg (from 27)
- Hardened shield no longer gets stronger with lvls
Overall a major buff to lvl 1-3 and nerf to lvls 5-7

- base range increased
- +0.05 radius / level (from 0)

Tass:
Storm:
- To 75 (from 100)
- Little better scaling instead.

- Missile speed increased (Shouldn't be overkilling a ton now)

Raven:
HSM:
- Cast time to 0.5.
- Reverted AOE buffs.

Hero:

Commando:
- fixed cloak (shouldn't be perma or regening energy while cloaked now)
Snipe:
- Redux vs air increased.
(Since snipe splash is generally stronger, and gets a little more AOE/level don't want it as a long range AA cannon.)

EMP:
- Energy Drain to 60 base (x1.3 per level)

Tassadar:
- Base speed to 4.75 (from 4.5)
Feedback:
- Energy Drain to 60 (x1.3 per level)

Infestor:
Leech:
- Energy Drain to 60 (x(~)1.3 per level)
- Leech returns 50% of energy drained back to to infestor.

(keeps up with raven range)

- hp regen delay removed (Vulture, like BC generally will always be taking dmg to do anything, unlike almost all the other elites.)
Mines:
AOE profile buffed a bit



Hero:
T1 Hero energy deny:
- all cost to 35 flat +0/level

Commando:
EMP:
- should not still disable structure abilities

Infestor:
Leech:
- to 100% leech
Bane Bomb:
- 1.75 (from 1.65)
- +0.1 / level (from 0.5)
(AOE size/scaling now same as fungal)

Tass:
FB:
- Damage per energy increased by 20%

Merc:

Sharpshooter:
- Bounty to 4 (from 5)
- Spawn rate increased 20%
AutoAttack:
- ROF to 0.75 (from 0.6)
(dps reduced 20%)

(Sharps packed enormous dps/area compared to anything else... this is to mostly help melee vs them and also have stuff less owned by sharps stuttering into them (ex stalkers) )
