SD 10-minute countdown is triggered by only 2 teams remaining present in the game. This unfortunately does not apply to afk people that stay on the "Defeat!" screen even though their CC's are destroyed. If a destroyed team does not leave the game, the SD timer will never kick off, thus SD will start at 1 hour as normal.

It's less a bug and simply an annoyance for those a-holes that don't actually leave the game when they're dead. Usually those are the idiots that start the game then go completely afk, so chalk it up to human behavior, not bad code.
