Balance and bugfixes. Added handicap trigger.

GENERAL
Handicap Trigger
-Can type "-handicap x" or "-nerfme x" to cause your own units to deal x% less and take x% more damage.
--- "x" must be an integer from 1-99
--- Can only be used within the first minute of the game.
--- Can only be used once per game.

MARINE
Rapid Fire Upgrade
-Increased damage upgrade pre-requirement from 6 to 7.

Blink Upgrade
-Decreased total upgrade pre-requirement from 8 to 7.

Untouchable Upgrade
-Upgrade pre-requirement changed from 6 health upgrades to 6 total marine upgrades.
-Increased life regeneration rate bonus from 0 to 2 (half of base medivac healing rate).

MERCENARY
No changes.

HERO
All Ultimate Heroes
-Fixed a bug where bounty would sometimes be set to 1000 if a hero was killed while morphing.

Ultimate Odin
-Now fires both weapons simultaneously (similar to Ultimate Colossus).

DT Archon
-Blink max charge count increased from 1 to 2.

Tassadar
-Base feedback range reduced from 8.25 to 8.0.
--- This should help HTA win feedback battle against max level HT.

Infestor
-Base leech range reduced from 8.4 to 8.1.
--- This should help HTA win feedback battle against max level Infestor.

ELITE
No changes - plan to address tank in a future patch.
