GENERAL

- Force Vote removed from all Tournament Winners and Testers

Elite Shops:
- Added rally point to shops
- DEFAULT RALLY SPAWN IS CENTERED NEXT TO SHOP
- Players can change the rally on each ownership direct spawning unit
- Rally will auto reset to the default on each new ownership


ELITES

Seige Tank
- Reduced base siege-mode damage to 55 (from 58)
- Removed Heroic bonus damage from seige-mode weapon
- Is now available at the same time as Raven and Duskwing


BUGS
- Tal'darim is now immune to VP, Vortex, and Recall (please test)
