Heroes

Commando:
- Increase early DPS so he's less all in, ends at same
- base attack rate: 0.35 (from 0.417)
- Decrease per heroic level to : 0.015 (from 0.026)

Phoenix:
- Revive time to 40 data seconds (from 20)
- Grav Beam slow debuff to 66% (from 60%)
- Grav Beam slow debuff per lvl to -3% (from 0%)
At lvl 0: when grav beam is on, move speed is reduced TO 66% (of normal)
At lvl 7: when grav beam is on, move speed is reduced TO 45% (of normal)

Elites

General:
UWS and DWF reworked so they are both similar.
- Spell included in damage bonus (Yamato, HSM)

Spoiler:
HSM/Yamato now require both elite ups to scale as well as they did before with none.
Mechanics are such that getting the elite ups will increase spell damage only on what's gained from attack ups (will not change base damage)

After both ups it will be back to normal (no net buff)


United We Stand:
- Cost increased to 500 (from 400)
- +(0.5) of range increase from old UWS
- +(0.10) dmg factor
- +(0.25) hp factor
- Increases kill bounty of elites by 25%
All other benefits REMOVED from UWS upgrade (medi extra hp, cor/ovy bonus armor etc)


Divided We Fall:
- Cost increased to 600 (from 500)
- +(0.5) of range increase from old UWS
- +(0.15) dmg factor
- +(0.4) of hp factor
- Increases kill bounty of elites by 25%
Net after both ups is +.25 dmg factor +.65 hp factor (from .25/.75)

Reduction vs Air:
- Muta removed from 30% reduction, other air remain.
(Muta's focus dps is much less than other air due to glaive distribution).


BC:
- Reduced rate of fire on auto attack to: 0.14 (from 0.09)
- Yamato damage scaling per attack up reduced by 25%
[Yamato dmg now benefits from UWS/DWF]

Corruptor:
- Fixed kill resource: 100 (from 75)

DW:
- REMOVED damage bonus from heroic attack upgrades
- Reduced starting splash damage to: 11 (from 15)
- Increase main damage to: 30 (from 28)

Ghost:
- Reduced starting damage to: 70 (from 75)

Medi-Babe:
- Fixed kill resource: 150 (from 125)

Overseer:
- Fixed kill resource: 238 (from 165)

Raven:
- Raven Energy regen per Merc HP up reduced by ~9.1%
- HSM damage scaling per Merc attack up reduced by 25%
[HSM dmg now benefits from UWS/DWF]

Tank:
- Cost reduced to 300

Viking:
- Reduced starting AG damage to: 33 (from 36)
- Reduced AG dmg per up to 3.5 (from 4)
